Bids are invited on work consisting of, but not limited to earthwork, structure removal, box culvert installation, drainage structures, riprap armoring, concrete curb and sidewalk, asphalt paving, and any associated work required at Winchester Avenue within the City of Monroe.

The portion of the project at 400 Winchester Avenue is identified as a North Carolina Brownfield site. A detailed Soils Report and Environmental Management Plan are included in the Project Bid Manual appendices. As of the project advertisement date, these documents are under review by NCDEQ and are expected to be finalized with minor revisions prior to Contract execution.

The City of Monroe will hold a pre-bid meeting for interested bidders on January 29, 2026 at 2:00 P.M. onsite at the project location on Winchester Drive, Monroe NC (attendance is not mandatory).

This is a formal bid. A bid security in the amount of five percent (5%) of the contract sum shall be submitted with each bid. The bid security shall be in the form of a Cashier's Check or a Certified Check on a bank or trust company insured by the Federal Deposit Insurance Corporation made payable to the order of the City of Monroe. In lieu of a Cashier's Check or a Certified Check, the bidder may submit cash or a bid bond executed by a Corporate Surety licensed in North Carolina to execute such bonds.

All bidders are hereby notified that they must have proper licenses as required by State law at the time of submittal of bids. The Bidder will provide his North Carolina General Contractor’s License Number, Classification(s), and Limits in the “Bidder Qualification Questionnaire” with his bid. Each bidder shall submit evidence that he, and all subcontractors to be used on this project, are prequalified with the North Carolina Department of Transportation (NCDOT) and shall sign the “Prequalification Certification” with his bid.

Bids may be held by the City of Monroe for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding of the Contract. The City reserves the right to reject any or all bids and to waive any informality in the bidding.
