Gaston County, NC - Sheriff’s Office Floor Repair and Painting Project

The selected contractor will be responsible for removal and disposal of existing flooring and rubber base, leveling approximately 550SF of concrete floor with Shaw Contract Primer “or equal”, self-leveling, Quickfil (epoxy joint filler), and skim patch, normal floor prep and patching required for proper flooring installation using Shaw Contract “or equal” cementitious materials, installation of new Shaw Contract “or equal” flooring and carpet tile with proper transitions between different floor finishes, remove existing signage hangers and brackets from walls, patch any holes and cracks, flat latex over patch areas, paint two (2) coats of specified paint on walls and sanded door frames, installation of new rubber base, wall protection, and corner guards. Work will take place in corridors, offices, restrooms, training and meeting rooms. County staff will be responsible for packing personal items in offices, but the contractor will be responsible for move-management, providing protection of building, equipment, and furnishings. Daily cleanup of material and affected area is required to prevent dirt transfer to other areas of the office and hazardous working conditions for County staff and contractor’s employees. Full post-construction cleanup at completion of each phased area. An on-site superintendent will be required to coordinate services and supervise staff. Include 8% overage on materials. Proposal questions will be due on or before Wednesday, April 30, 2025 at 3:00 PM EST. The primary purpose is to provide participating Offerors with the opportunity to ask questions, in writing, related to the RFP.

Submit questions in a Word Document or in the body of an email and send to Rebecca Edison at rebecca.edison@gastongov.com by the deadline shown above. The email subject line should identify the project title.

Attendance at one (1) of the Pre-Proposal site visits is required by any Offeror submitting a Proposal. The proposal package must be signed by a person who is authorized to bind the proposing Company. Instructions for preparing the proposal are provided herein.

Gaston County reserves the right to accept or to reject in whole or in part any and all bids submitted. The County also reserves the right to accept or reject any and all phases, sections, or alternates of the bids submitted; however, it may waive any minor defects or informalities at its discretion.

Offerors are required to comply with the non-collusion requirements set forth in the Solicitation Documents.

Gaston County encourages good faith effort outreach to Minority and Women’s Business Enterprise (MWBE) HUB Certified firms.

There is no expressed or implied obligation for Gaston County to reimburse Offerors for any expenses incurred in preparing proposals in response to this request.

Gaston County reserves the right to:

  • Reject any or all proposals, to waive informalities and to make such selection deemed in its best interest; and

  • Cancel this solicitation

Gaston County may modify the RFP prior to the date fixed for submission of proposals by the issuance of an addendum.

Should an Offeror find discrepancies or omissions in this RFP or any other documents provided by Gaston County, the Offeror should immediately notify the County of such potential discrepancy in writing via email as noted above.
